FMI International Completes Concession Agreements to Comply With Ports of Los Angeles and Long Beach for Clean Truck Program

Ports Delay Implementation of Fee

September 26, 2008

Effective October 1, 2008, the Ports of Los Angeles and Long Beach will implement the Clean Truck Program by restricting all pre-1989 trucks from entering the ports.

FMI International has been monitoring the program closely and has taken all the necessary actions to comply with the ports’ Clean Truck requirements and allow for continued movement of our customers’ cargo.

FMI is a registered and approved concessionaire with the ports of Long Beach and Los Angeles, and our fleet is registered with the port required Drayage Truck Registry (DTR).

We would like to ensure all of our customers that there will be no interruption of service.

The FMI International fleet is prepared and in compliance to manage our customers’ cargo within the new ports sponsored Clean Truck initiative.

This past week both ports announced that they have delayed the implementation of the $35 per TEU fee until they have completed the necessary computer programming required by the terminal operators to assess the fees.

Once the terminal operators are capable of processing the fee, the ports will charge the Beneficial Cargo Owner (BCO) $35 per TEU ($70 per 40’ container).

The fee will be collected through PortCheck, a new organization created to specifically collect the Clean Truck Fee from cargo owners.

Port Check will operate in a very similar manner to Pier Pass by collecting fees from BCOs via an on-line, Internet system.

The Clean Truck Program implementation will be similar to the Pier Pass program.

If you are registered in the Pier Pass program, you DO NOT need to re-register for Clean Trucks.

In respect to the payment of the Clean Truck Fee, cargo owners which already established credit arrangements with Pier Pass will automatically receive credit from PortCheck for the payment of the fee.

As a leader in transportation and logistics services in Southern California, FMI is prepared to work closely with our customers to minimize the financial impact of bringing cargo into the ports in Southern California, and meet the environmental requirements of the harbor community.
